Treasurer's Report

PREPARED FOR CONSERVATION LOWER ZAMBEZI BY GRANT CUMINGS – CHAIRMAN 

The financial statements, as circulated to the members, cover the period of 1 January to 31 December 2003.

Funding
 

Royal Danish Embassy

In October 1998, CLZ approached the Royal Danish Embassy with a request for funding to strengthen conservation activities in the Lower Zambezi Valley.  A proposal was submitted to the Embassy and, in November 1998, funding was granted for a period of 3 years with an initial ending date of November 2001.  The Danish funding has been instrumental in the expansion of CLZ support to the LZNP command and the Chiawa community, as well as the construction of the new CLZ Education Centre along the Zambezi River a few kilometers from the Chongwe/Zambezi confluence, which forms the gate into the LZNP.

This initial support was extended with the initiation of the Environment Education Programme, which led to the construction of the new complex, housing the Training Camp & Environment Education Centre, on a permanent plot to which the original Base Camp has been relocated.  The completion of the new complex has raised the focus and existence of CLZ into providing support and assistance to ZAWA, the community and, importantly, Environment Education and Conservation activities.  This excellent and important facility, which under construction, is almost complete.

Although CLZ has continued to enjoy significant financial support from the Royal Danish Embassy in Zambia, the current funding commitment will come to an end with the RDE EEP programme scheduled to run to the end of next year.  I am pleased to observe that we are currently discussing with the RDE and Project Officers from the Danish Government, on the possibilities of extending their assistance and support to the existing and other ventures in the future.  It is early days yet, but we are cautiously optimistic that we may continue to draw on their significant goodwill and support.

Beyond this point CLZ, has set its long term target on fund raising to support its community based programs, one of which includes the potential challenge of reintroducing the indigenous Black Rhino into the LZNP.

The main Project document for the Environmental Education Project, namely Phase I was signed in September 2002.  Phase II of the RDE funding was signed in September 2003, and the remaining funds on this phase were transferred to CLZ on 31 October 2003, for a total sum of Danish Kroner 712,000, approximately US 88,000 after the successful audit of the Phase I funding.  These funds were to be applied to the construction of the new complex, and partly towards the running of the Environment Conservation Mobile Project. 

Subsequent to above funding, it was realised that the construction budget fell short of the necessary funding that was needed to complete the EEP Education Centre.  The Danish Embassy was approached for additional support to facilitate the completion of the project.  Members, it is my humble privilege to report that, like on many occasions before, the Embassy was quick in its response and on 6 May 2004 an addendum contract was executed for a total sum of US $50,000.

 

Other funding and Support

Humba Bush Foundation

The Humba Bush Foundation has been an all weather friend to CLZ.  Contributions received from them in previous years were committed to the purchasing of, among others the CLZ aircraft in conjunction with the RDE funding, a land cruiser, and operational and running costs.The Humba Bush Foundation, members, sourced on behalf of CLZ a total of US $40,000 from their London Fundraiser for CLZ’s operations which were applied in line with their commitments, of which US $15,000 was towards the operations of CLZ in the year under review.  They have continued with their enigmatic support for which we are grateful.

Afrikeye

CLZ also receive support from Mr. Alex Barret and Afrikeye who are based in London in the UK.  CLZ is indebted for their continued support to our operations.  Mr. Barret and Afrikeye provide CLZ with moral, material, financial and other support based on annual programmes of activity and their own resources. 
Mr. Alex Barrett, whom distinguished members, you will recall donated US $ 10,000 in 2002, has continued with his wonderful pledges to CLZ.  We are eternally grateful for the US $ 10,000 we received from him in 2003, and his continued support for which he has pledged a further US $10,000 to CLZ for the year 2005.

Elefence International


Marilyn Chase of Elefence International has continued to personally support the CLZ cause.  At her recent 50th Birthday party Marilyn requested her friends and family to make donations toward CLZ rather than giving her gifts.   We pray that God grants her many more happy returns. 
Members, I am happy to report that the Elefence International raised US $20,000 towards the purchase of Patrol Kits for CLZ.  The much needed were distributed to 72 ZAWA Wildlife Police Officers (WPO’s) in all sectors of Lower Zambezi Area Management Unit (LZAMU), operating in the LZNP, Chiawa and Rufunsa GMA’s.  With their help old patrol kits were recalled, repaired and returned to the Area Warden of ZAWA to distribute among the LZAMU sectors that are outside the reach of CLZ’s limited resources.  We, once again, applaud the generosity of the Elefence International and look forward to their continued support.

Nyamangwe Safaris Limited


Distinguished members, once again I am humbled to report that we owe a lot of gratitude to the generosity shown by the shareholders, directors, management and staff of  Nyamangwe Safaris Limited, who in the year under review, made it possible for CLZ to acquire the land on which the new complex has been built.  Our organisation is very thankful for this timely and extremely kind gesture.

Yancey Walker Productions


CLZ has been privileged over the past years for the support, in various forms, provided by the Yancey Walker Productions.  We are grateful for this goodwill and friendship, and looked forward to our continued fellowship.

Conservation & Education Levy


CLZ’s C & E Levy experienced a slow start to 2003 with the exception of Chiawa Camp & Chongwe River Camp who have been doing their best to raise CLZ’s profile among both their national and international guests.

Membership Fees and Donations


Other sources of resources and support to CLZ stem from Corporate and Private Membership fees and donations, from which modest revenues and support are generated to support the operations of the base camp and law enforcement support activities to ZAWA.  We pray that you continue to reach even deeper into your constrained and thinning pockets, your support is very well appreciated.  

The African Wild Dog Conservation


Kellie Leigh, a researcher that was based in the Lower Zambezi from 1997-2003, established The African Wild Dog Conservation (“AWDC”), which has raised the profile and assisted in the conservation of this vulnerable and rare predator that occurs in the LZNP.  CLZ has actively supported AWDC since its inception, by providing aerial monitoring, darting equipment, transport, and veterinary assistance when needed.

Members you may wish to know that Dr. Kellie has since returned to Australia to complete her Ph D studies, however, she has bestowed on CLZ with the honour to continue monitoring on behalf of AWDC, and to protect these fascinating creatures.

As we are all very much aware, Wild Dogs are threatened by encroachment, snaring, disease, and competition from other predators – CLZ & AWDC in their combined effort are trying to protect the two known packs of the Lower Zambezi Wild Dogs by monitoring their behaviour and movements. 

From the inception of this program, numerous wild dogs have been saved from wire snares, and the extent of their home range has been established.

Other Donors and Well Wishers

As most of us know, CLZ is a voluntary organisation that solely depends on the magnanimity of its donors, well wishers, members, sympathisers, near and afar, for the running of its operations, with of course a very small team of permanent staff.  It would be amiss of me not to recognise this superlative effort that the organisation enjoys from all of you through your various efforts and generosity.  Please continue with your unrelenting support to CLZ, so that collectively we may make a difference.

Members, we also pay a special tribute to Ms Yancey Walker, of Yancey Walker Productions, in her personal capacity for her generosity.  During the past year, CLZ benefited from her warm heart and giving hand by way of donations which included a modern video equipment to enhance our educational facilities.  Members, may I remind you that in 2001, Ms Walker had also generously donated US $30,000 to CLZ.

Esteemed members, friends, colleagues and associates all your efforts are very much appreciated.  Please be assured that they are not in vain. 

We must also applaud the Royal Norwegian Embassy, through NORAD, for their timely interventions to ZAWA during the course of last year which has alleviated some of the needs on our resources.  

Future Activities 

Distinguished members, you will note that over the past year CLZ has continued to raise the profile of the organisation, and indeed the level our activities substantially.  It worth is pointing out that during this same period of increased activities, we have managed to restrain our expenditures due to a cost effective utilization of resources focusing on those activities we could do well.  This has resulted in an efficient utilisation of funds and resources available to us. 

It is absolutely vital for the continued success of the organisation that funds made available are applied in the cost manner possible, whilst at the same time we critically evaluate our sustainable sourcing of income and revenues.

UNDP GEF PROJECT 

The CLZ philosophy and strategy are to support ZAWA and the Communities, organisations and individuals in their efforts toward sustainable management of the environment, ecosystems and wildlife through the provision of technical assistance, management oversight, training, transportation, equipment, and supplies.

Anti-poaching, in the recent past, was a priority, due to the alarming rate of wildlife mortality due to illegal hunting.  By all available indicators CLZ intervention and support to NPWS/ZAWA anti-poaching activities, and in particular, WPO Units has led to a major reduction of poaching activities in the LZNP in the past four years.  Wildlife numbers have increased as illegal hunting pressures have subsided.

Building up on the foregoing, CLZ has been approached by the UNDP GEF, supported and promoted by the MOTEN, to enter into a partnership that would support enhancing the sustainable management of the LZNP and the Chiawa GMA.  The Chiawa GMA is likely to be the target for the creation of a Community Conservation Area.  Some of the objectives for this Project are:

  • The Protected Area(s) (“PA”) will be managed by the community in partnership with CLZ, and overseen by ZAWA; and

  • To promote commercial and sustainable use of wildlife (or other natural resources).

DANIDA COMMUNITY PROJECT

Safari Guides Training Program

Intended Outcome:       Empower Communities to become financially secure
Intended Outputs:         Qualified Zambian Safari Guides.
Objective:                     Provide Professional Safari Guide Training.

It is envisaged that 4 to 5 months will be needed to develop the program and materials and 2 full courses could be undertaken and completed in the first 2 and half years of the project.   Once the course is in place and recognised it is intended that Safari Operators would subsidize the training and in return guides would be seconded to an operator for a period of time.

It is hoped that the private sector, namely lodge owners and operators, not just in the Lower Zambezi, will send their own staff for training at the CLZ Education Centre and the fees raised will be applied to subsidise the training of local community members, who in turn can be employed in the sector. 

Community Support

This may include, but not limited to, the following:

  • Embarking on new community projects with a focus to poverty alleviation;

  • Promoting community awareness in respect of wildlife conservation;

  • Conducting educational and outreach community programs; and

  • Extension services.

 However, some points of note are:

  •  A net loss of K44, 027, 086 was recorded (approximately US $9,623) during the year;

  • Income from RDE may expire next year;

  • CLZ needs to find alternative sources of funding;

  • CLZ’s reliance on donors;

  • We have as at, 30 April 2004 US $11,197 unpaid fees in respect of our Corporate Members;

  • Only 16 of our Private Members have fully subscribed for the year 2004;

  • Sustainability of CLZ’s operations, etc., etc.

Environmental Education Project (“EEP”)
The following activities are covered:

 

  • Promoting environmental education within the community and to youths living in the Lower Zambezi Valley;

  • Providing information on the value of the environment and wildlife to the community and the need to cherish and promote them; and

  • Articulating through environmental education, how communities can promote sustainable life styles.

One of the long-term objectives of the EEP is to partner with a higher learning institutional, for example the University of Zambia (“UNZA”), in order to improve the quality, content and expanse of outreach of the EEP.

Overview of Environmental Education Project

Environmental education in Zambia is still in its infancy and is adversely affected by the lack of facilities and resources.  CLZ has identified the need to create awareness and understanding of environmental protection and conservation within the communities in the GMA’s surrounding the LZNP.

In this respect, CLZ would like to promote an educational project aimed at making a contribution to the process of stemming environmental degradation and generating information on the values of Zambia’s natural resources, environment and wildlife. 

The project would target primary school children from the districts surrounding the LZNP and its surrounding GMAs, and students and lecturers from the UNZA Department of Biological Sciences.

Project Objectives

The main objective of this project is to create awareness among the communities living in LZNP, surrounding GMAs on the benefits associated with environmental protection and conservation.

The immediate objectives of this project include:

·        To provide a focal point for promoting environmental education to UNZA students and the youth living in the surrounding areas of LZNP;

·        To articulate, through environmental education, how communities can promote sustainable life styles; and

·        To provide information on the values of Zambia’s natural resources and the environment.
